Is it normal/appropriate for a boss to comment on how one should wear their hair? My boss told me on two separate occasions that I should cut my hair or wear it up because I would look more professional. I have slightly longer than shoulder length hair, so after the second comment I told him that I refuse to cut my hair short to look more like a man and that I am disappointed that the female executives at the company all have short hair. I think women should embrace their femininity and not hide it. I dress professionally in suits and wear knee length skirts with tights, I consider my look classy and professional and do not wish to cut my hair.
I like that you mention embracing your femininity and not conforming to archaic standards!
If you dress professionally to a customer meeting and at work, I don’t see any issues with wearing your hair down. Maybe he should learn to not be distracted by someone’s hair and put more value into the quality of their work.

No! It is not appropriate for your boss to tell you to cut your hair! If you conduct yourself professionally, you should be able to wear your hair down.
